Why do Russia and Ukraine exchange prisoners of war? Cooperative
behavior during wars is generally puzzling, but especially in a war of
aggression that is characterized by numerous violations of
international humanitarian law. This article explores why Russia and
Ukraine nevertheless conducted at least twelve publicly announced
prisoner exchanges until now. It highlights symbolic and strategic
motivations and argues that we should not mistake these exchange deals
as a commitment to humanitarian norms.
