    Luis is a postdoctoral associate for the Competence Center for Data Quality in the Social Sciences project (KODAQS), collaborating with the sociology Department at the School of Social Sciences at the University of Mannheim, as well as with the Chair for Statistics and Data Science in Social Sciences and the Humanities at the Ludwig Maximilian University. Previous to joining Mannheim Uni, Luis collaborated with the Hertie School in Berlin as academic counsellor and manager of the Office of the Dean of Graduate Programmes. In Mexico, Luis worked as policy analyst at the Mexican Federal Competition and Energy Regulatory Commissions, as well as the National Council for Evaluation of Social Development Policy (Coneval). In the private sector, he collaborated as political analyst at CNN Mexico-Grupo Expansion, as research associate for the think tank Mexico Evalua, and as communications manager at the American Chamber of Commerce (AmCham-Mexico). Luis holds a PhD in Governance from the Hertie School; an MSc in Political Economy from the University of Essex, and a BA in Political Science from ITAM (Mexico).
